Till 2018, Recruitment for Class IVth posts in J&K is done by District Level Committees, However, From January 2019 and onwards, JKSSB was made the sole agency for conducting the Recruitment to Class IVth posts. Previously, Recruitment for all the Class IVth posts are done by departments itself. With the New Order, Departments are required to refer the Class IVth Posts to General Administration Department, for consolidation and GAD will further refer the vacancies to JKSSB for advertisement.

In the month of January 2019, J&K Government has asked all the Administrative Secretaries to identify all the vacant Class IVth posts in their departments and forward the vacancies to GAD. The cut-off date for submitting the vacancies to JKSSB is 31st Jan 2019.
It is more than a year since the vacancies were forwarded to GAD. However there is No Advertisement by JKSSB for Class IVth Posts in 2019 and Now,it is expected that JKSSB will soon announce the advertisement of Class-IV Posts in coming months ie (June 2020) onwards

No Interview for JKSSB Class IVth Recruitment in J&K
On 15th Sept 2018, Government of J&K has issued SRO-404 making Written Exams as the Sole Criteria for the Recruitment of Class IVth Posts.
With this new rule, the Government has dispensed with Interviews for Class IVth Posts.
With Previous Rules, the Selection Process for the Recruitment of Class IVth posts comprises of Academic Qualification + Interview. With abolishing the Interview and Making Written Test as criteria for selection, Government gives a strong message that all the Upcoming Jobs in J&K even at the lowest level will be filled with impartially and complete Transparency will be followed.
This a remarkable thing is the History of J&K, as Class IVth posts are subjected to Nepotism as Entire Recruitment process lies in the hands of Department heads.

22000 Class IVth Posts in J&K: Is it Real?

On 8th March 2020, "The Hindu" reported that there are 84000 Vacant Posts in Jammu and Kashmir. Out of these 84000 Posts.
i) 7552 Gazetted Posts
ii) 543375 Non-Gazetted Posts
iii) 22078 Class IVth Posts.
Moreover, these figures are given by the Government of India in the Parliament, after Senior Congress Cogress Leader Tabled a report and asked the Govt "“to expedite the recruitment process and fill the vacancies in a time-bound manner".

Who Can apply for Class IVth Posts in J&K?
Applicants willing to apply for Upcoming Class IVth posts in J&K must full fill the below-mentioned eligibility conditions.
1) Domicile: Applicant should be a Domicile of Jammu and Kashmir as per the New Domicile rules issued on 1st April 2020
2) Age Limit: There is no change in the age criteria and all the persons within the Limit of 18 to 40 years can apply for these posts.
3) Qualification: There is no change in the Qualification criteria, which also remains the same.
To apply for JKSSB Class IVth posts, the Minimum qualification is Matric and Maximum is 10+2.
Selection Criteria
Selection Process is one thing, that has undergone a major change in the recent times. In Sept, 2018, Government has abolished the Interviews for Class IVth posts. Previously Selection criteria comprises of Academic Merit (of 10th and 12th) and Interview.
The Revised selection criteria comprises of Merit obtained in Written Exam only. No Interview, No Academic Marks. Selection by Marks Obtained in the Written Test.
GAD withdraws Recruitment for 790 Class IVth Posts
In 2006, 790 Class IVth posts were referred to Divisional Commissioner of Jammu and Srinagar for Recruitment through Open Competition. Even after the passage of 14 years, the concerned authorities did not show any concern and posts remained unfilled. Even the Divisional Commissioners of Jammu and Kashmir showed their inability to conduct the Exams for these posts.
Now General Administration Department vide Order No. 284 -JK(GAD) of 2020 Dt. 26-02-2020 withdraws these 790 posts and asked the Divisional Commissioners to return these posts to their respective departments, which shall refer these posts to GAD for their further referral to JKSSB
This means this posts will be clubbed with the already vacancy posts in various departments and will be advertised in the .
Syllabus for JKSSB Class IVth Written Exam 2020
Until previous years, the selection process for the Recruitment of Class IVth posts comprises of Academic Merit and Interview only.
It is for the first time, that Written Tests are prescribed for Class IVth Posts in J&K. All the selections shall be done on the basis of Merit obtained in the Written Exam only.
As far as Syllabus is concerned, then at this time, we don't have any concrete Information, because Syllabus will be released only after the announcement of Official Notification.
